Changing fps is common for some popular surf servers. I have been kicked many times forgetting to changing the values back. Though after getting kicked, the server already changes those values for me. That's why I think it's a concern. Since the server always sending legal cvars, why doing something more than kicking? In the updated rule, illegal fps is 2 hours and illegal movement vars is 2 weeks. I think that's too much for something innocently careless.

Why extending punishment for illegal cvar and fps value? The server constantly sending correct cvars to rectify if player happens to change anything. If the first kick is enough then the second retry the cvar will come back to normal. I say this might be a concern because people may play in different servers and they have different configs. And when they forget to revert settings connecting to Rush, 2 days ban...

I have similar issue and on a 5400RPM HDD. I now have game on SSD and never seen a problem since then.

With ease. Those information is always stored inside your client. It's just the matter of exposing it. If you happen to have CS16 source code, you can ```legit``` create your own cvars that print those info so you don't need to inject some hacks or hook metamod.

It is possible but the timer will not be accurate (to the miliseconds) but just anyway a timer would suffice.

Is there a way to sort map by popularity and difficulty? I want to see some popular maps (by total record) and see how difficult they would be but there is no way to filter any of those. I don't want to spam the site with requests to scrape all the map data.
